Authorizes the California Transportation Commission to relinquish a specified portion of State Highway Route 184 to Kern County and the City of Bakersfield upon determining it is in the state's best interests.

Allows relinquishment only of the Route 184 segment located within unincorporated Kern County and within Bakersfield city limits between Route 58 and Route 178, contingent on an agreement between the Department of Transportation, county, and city.

Relinquishment becomes effective the day after the county recorder records the commission's relinquishment resolution approving the terms and conditions.

Upon relinquishment, the transferred portion of Route 184 ceases to be a state highway and becomes ineligible for future adoption as a state highway.
