CA AB2007

Expands the definition of "visit" for federally qualified health centers (FQHCs) and rural health clinics (RHCs) to include telehealth encounters via synchronous real-time or asynchronous store-and-forward methods.

Eliminates the requirement for face-to-face contact between a health care provider and patient for telehealth visits, provided a nonbillable Medi-Cal provider employed by the FQHC or RHC is physically present with the patient at an originating site within the FQHC's or RHC's service area.

Requires that a billable Medi-Cal provider employed by the FQHC or RHC supervises or provides telehealth services to the patient.

Allows patients to establish a relationship with an FQHC or RHC during an initial telehealth visit, including synchronous or asynchronous encounters.

Permits the Department of Health Care Services to implement and clarify these provisions through provider bulletins and similar instructions without formal regulatory action.
