Chancellor's Office of the California Community Colleges must enter into an agreement with an experienced commercial truck driver training provider by July 1, 2021, to develop human trafficking awareness instructional materials for truck driver programs.

Developed training materials must be industry-specific and focus on recognition, prevention, and reporting of human trafficking, then disseminated to all community college districts and private postsecondary institutions offering commercial truck driver programs.

All community college and private postsecondary institution commercial truck driver programs must incorporate the human trafficking awareness training as a required curriculum component for students starting on or after January 1, 2022.

Chancellor's Office and the Bureau for Private Postsecondary Education must biennially review and update the training materials to reflect changes and trends in human trafficking.

Bill constitutes a state-mandated local program; if the Commission on State Mandates determines costs are imposed, reimbursement shall be made pursuant to Government Code Part 7.
