Creates the West San Bernardino County Rail Construction Authority to award and oversee design and construction contracts for extending the Metro Gold Line light rail project from Montclair to Ontario International Airport

Establishes a 7-voting-member and 1-nonvoting-member governing board with appointments from the Cities of Montclair, Ontario, Rancho Cucamonga, and Upland (one each), plus LACMTA, OIAA, SBCTA, and the Governor

Requires the authority to hold SBCTA real property interests in trust at no cost and enter into a memorandum of understanding allowing SBCTA to review significant scope changes to the project design or construction

Prohibits the authority from encumbering the project with obligations transferable to LACMTA or SBCTA without their consent, while requiring SBCTA to assume operations of all completed project phases

Dissolves the authority upon completion of project construction and creates a state-mandated local program subject to reimbursement procedures under Government Code Section 17500 et seq.
