Requires the State Department of Education to develop model referral protocols for addressing pupil mental health concerns in schools.

Protocols must be developed in consultation with teachers, administrators, school staff, mental health professionals, and the Student Mental Health Policy Workgroup.

Protocols shall be voluntary for use by school districts, charter schools, county offices of education, and teacher/administrator preparation programs.

Protocols must address appropriate referral processes, include parents/guardians, reflect evidence-based approaches, and ensure school employees only act within their credential or license scope.

Department must post completed protocols on its website within two years of receiving funds, contingent upon appropriation or allocation of state, federal, or private funding.
