Authorizes county offices of education to enter into College and Career Access Pathways (CCAP) partnerships with community college districts to develop seamless pathways from high school to community college for career technical education, transfer preparation, improved graduation rates, and college/career readiness.

Specifies that "high school" under CCAP provisions includes community schools, continuation high schools, and juvenile court schools.

Requires CCAP partnership agreements to include detailed terms covering student enrollment numbers, course offerings, parental consent protocols, instructor background checks, and assurances that partnerships do not displace existing teachers or reduce community college course access.

Allows community college districts to limit enrollment in high school campus courses to eligible high school pupils and to credit full-time equivalent student units for high school participants.

Requires annual reporting to the Chancellor of California Community Colleges on enrollment data, course completions, and full-time equivalent students, with a summary report due by January 1, 2021 on program improvements and compliance with the statewide 10 percent special admit cap.
