Authorizes Los Angeles County to establish a pilot project for up to 6 years to develop a restorative care program providing community-based treatment for individuals with mental illness, substance use disorder, medical comorbidities, and homelessness.

Exempts the pilot project from standard licensure requirements except for fire and life safety standards applicable to persons with mental illness or substance use disorders.

Allows the State Department of Health Care Services to charge Los Angeles County an administrative fee in lieu of standard licensure or certification fees, not to exceed the department's reasonable costs for developing, overseeing, and evaluating the program.

Requires the department and Los Angeles County Director of Mental Health to report to the Legislature within 2 years on the pilot project's progress, cost-effectiveness, and outcomes related to incarceration reduction, homelessness prevention, and hospital length of stay reductions.

Pilot project authorization expires January 1, 2026, and the act takes effect immediately as an urgency statute.
