Requires the Office of Emergency Services to prepare for planning, resourcing, management, and delivery of safety and security at potential 2026 FIFA World Cup hosting sites in Los Angeles and the San Francisco Bay area.

Mandates the Office of Emergency Services enter into a memorandum of understanding within one year of final host city selection with hosting cities, California host committees, and other necessary parties to implement safety and security activities.

Requires consideration of the Large Stadium Initiative and federal National Special Security Event planning experience, and directs focus on reducing human trafficking, racism, sexism, discrimination, and other safety issues at the World Cup event.

Specifies memoranda of understanding must comply with Chapter 836 of the Statutes of 2017 and the Master Mutual Aid Agreement.

Repeals these provisions on January 1, 2027, and requires state reimbursement to local agencies for any mandated costs per existing statutory procedures.
