Amends the Bagley-Keene Open Meeting Act to require state bodies provide public comment opportunities on all agenda items, even if the item was previously discussed in a committee of the state body.

Deletes the existing exemption that allowed state bodies to skip public comment for agenda items already considered by a committee composed exclusively of state body members at a public meeting.

Applies to all agenda items discussed at state body meetings regardless of prior committee discussion, ensuring public participation in state agency deliberations.

Does not apply to closed sessions, administrative adjudication proceedings, California Victim Compensation Board hearings, or Public Utilities Commission adjudicatory proceedings.
