Requires the Department of Social Services to implement the bill through an all-county letter or similar instruction until formal regulations are adopted.

Excludes the bill from the continuous appropriation under Section 15200 of the Welfare and Institutions Code, meaning no automatic state funding is provided.

Establishes that if the Commission on State Mandates determines the bill creates mandated local costs, reimbursement shall be made pursuant to existing state mandate reimbursement procedures.
