Establishes a new formula for maximum Cal Grant awards at independent institutions of higher education, set at 63.787 percent of the sum of the General Fund share of California State University's marginal cost of instruction plus the maximum Cal Grant tuition award at CSU, effective for the 2021–22 award year and thereafter.

Allows award amounts at independent institutions to be determined in the annual Budget Act if these institutions accept fewer than specified numbers of new transfer students with associate degree for transfer commitments (3,000 for 2021–22, 3,500 for 2022–23, and a variable target thereafter).

Defines "associate degree for transfer commitment" as a commitment by independent institutions to accept the California Community College associate degree for transfer pursuant to Section 66749.6.

Maintains 2019–20 maximum tuition award of $9,084 for new recipients at independent institutions, with 2020–21 awards set at either $9,084 or $8,056 depending on whether transfer student targets are met.

Requires the association representing the largest number of independent colleges and universities to submit annual reports to the Department of Finance and Legislature by April 15 each year regarding implementation of these provisions.
