Requires county social workers to verify that foster youth ages 10+ who have been under court jurisdiction for one year or longer receive comprehensive sexual health education, and to inform them about reproductive health care access, consent rights, and confidentiality protections.

Mandates juvenile courts make determinations at review hearings regarding whether social workers have fulfilled sexual and reproductive health education duties for eligible foster youth.

Requires counties to include sexual and reproductive health information in the annual caregiver training for resource families, in addition to the existing 12-hour preapproval training requirement.

Directs the State Department of Social Services to compile and report annual performance and outcome data on sexual and reproductive health training implementation and availability of health care services, with reports posted online beginning July 1, 2021.

Specifies that no state reimbursement is required for local costs under this act as the increases are subject to 2011 Realignment Legislation provisions.
