Increases advance notice requirement for hospitals reducing or eliminating emergency medical services from 90 days to 180 days before the planned change.

Requires health facilities to provide at least 120 days' notice before closing and at least 90 days' notice before eliminating or relocating supplemental services.

Mandates public notices include written notice to city council, continuous postings on facility and newspaper websites, publication in newspapers for minimum 15 dates, and postings at community clinics in the affected county.

Requires notices to include description of proposed closure/elimination/relocation, information about three nearest comparable services, and contact information for the facility, parent entity, and chief executive officer.

Exempts county facilities subject to Section 1442.5 and facilities forced to close due to natural disasters or states of emergency.
