Expands the $3 parking violation penalty deposit requirement to the Trial Court Trust Fund to apply to all parking offenses, not just infractions.

Removes obsolete reporting requirement for the California Highway Patrol to report to the Legislature by January 1, 1988 on emergency medical dispatcher training implementation.

Repeals provisions relating to a 2-year pilot project (commencing July 1, 1992) on certifying emergency road service organizations and employees.

Corrects an obsolete cross-reference in existing transportation law.

Provides that any other 2020 legislation taking effect by January 1, 2021 that affects sections amended by this bill shall prevail over this act, regardless of enactment order.
