Exempts mobile slaughter operators from licensing requirements when slaughtering sheep or goats on the premises of the person who raised them, provided the meat is not for sale and used only by the owner, household members, employees, or nonpaying guests.

Limits the exemption to no more than 25 head of sheep or goats combined slaughtered on a single premises in a calendar month.

Requires mobile slaughter operators performing these services to register with the Department of Food and Agriculture's Bureau of Livestock Identification as unlicensed mobile slaughterers, with registration fees capped at $100 per year.

Mandates that unlicensed slaughterers maintain detailed records for one year including animal scrapie tag numbers, owner information, premises identification, and delivery location for further processing, and produce these records on demand to inspectors or peace officers.

Requires a licensed meat inspector to be present during slaughter if the owner of the sheep or goats will not be present.
