Requires Medi-Cal managed care plans to disclose the availability of "in lieu of services" (alternative services) on their websites and beneficiary handbooks, and to report to the state department on enrollment, types, and usage of such services.

Expands Medi-Cal covered benefits to include enhanced care management services provided in person that coordinate primary, acute, behavioral, oral, and long-term services and supports for beneficiaries.

Requires capitation rates for Medi-Cal managed care plans to account for in lieu of services and settings provided by plans pursuant to federal regulations.

Directs the department to implement these provisions through provider bulletins and all-county letters without regulatory action initially, with regulations required by July 1, 2023, and semiannual legislative status reports beginning January 1, 2022.

Implementation is conditional on federal financial participation being available and necessary federal approvals being obtained.
