Prohibits accessory dwelling units from being considered newly constructed buildings for purposes of photovoltaic requirements under Section 150.1(c)14 of the 2019 Building Energy Efficiency Standards.

Defines "accessory dwelling unit" by reference to Section 65852.2 of the Government Code, encompassing units created under that section or similar detached residential dwelling units on the same lot as a primary residence.

Requires the California Energy Commission to study exempting accessory dwelling units from photovoltaic requirements and submit recommendations to the California Building Standards Commission.

Directs the California Building Standards Commission to consider and adopt the Energy Commission's recommendations during the next regularly occurring Building Standards Code adoption cycle.
