Allows licensees to request up to 3 photographs taken onsite at Department of Motor Vehicles field offices and select which photograph appears on their driver's license.

Establishes a voluntary donation of no more than $5 for each additional photograph requested beyond the first.

Requires the Department of Motor Vehicles to deposit revenue from donations (after deducting administrative costs) into the Motor Vehicle Account in the State Transportation Fund.

Directs deposited funds to support driver education and training programs upon legislative appropriation.

Requires the Department of Motor Vehicles to adopt implementing regulations by January 1, 2022.
