Amends Section 23006 of the Business and Professions Code to expand the definition of "beer" to allow production using honey, fruit, fruit juice, fruit concentrate, herbs, spices, and other food materials as adjuncts in fermentation.

Maintains existing beer definition based on fermentation of barley, malt, hops, or similar products in water, and continues to exclude sake (Japanese rice wine).

Clarifies that beer aged in empty wooden barrels previously used for wine or distilled spirits shall be classified exclusively as "beer" and not considered a dilution or mixture of other alcoholic beverages.
