Establishes the Community Response Initiative to Strengthen Emergency Systems Act (C.R.I.S.E.S. Act), a three-year pilot program to make grants to community organizations for emergency response activities that do not require law enforcement officers.

Requires grantees to receive a minimum award of $250,000 per year to expand emergency response capabilities in communities with histories of racial profiling, law enforcement violence, or vulnerable populations including people of color, people with disabilities, unhoused individuals, and those facing mental health or substance abuse crises.

Creates an 11-member C.R.I.S.E.S. Advisory Committee selected by the Governor, Senate Rules Committee Chair, and Assembly Speaker to establish grant criteria, review proposals, and ensure compliance with program standards.

Establishes the Community Response Initiative to Strengthen Emergency Systems Act Fund in the State Treasury to support the program, with implementation contingent upon appropriate legislative appropriations.

Sunsets on January 1, 2024, unless extended by subsequent legislation; requires the Office of Emergency Services to issue a public report six months after program completion on fiscal savings, populations served, and policy recommendations.
