Establishes the Behavioral Health Quality Improvement Program to assist county mental health plans and counties administering Drug Medi-Cal programs in preparing for implementation of behavioral health components in the Medi-Cal Healthier California for All initiative.

Creates the Behavioral Health Quality Improvement Account in the State Treasury to fund the program, with the department determining methodology and distribution of funds to qualified entities.

Requires the department to design and implement intergovernmental transfer programs for both specialty mental health services (Section 14724) and Drug Medi-Cal treatment services (Section 14124.245) to fund the nonfederal share of supplemental payments and replace claiming based on certified public expenditures.

Makes participation in intergovernmental transfer programs voluntary for counties and requires transferring entities to certify that transferred funds qualify for federal financial participation.

Permits the department to implement these provisions through policy letters and notices without formal regulatory action, and requires status updates to the Legislature by January 1, 2022 and annually thereafter.
