Increases minimum grant funding for Family Empowerment Centers on Disability from $150,000 to $237,000 per center starting after all 32 regional centers are established.

Requires the department to prioritize grant awards to applicants in regions without an existing Family Empowerment Center on Disability, effective January 1, 2021.

Implements annual cost-of-living adjustments to grant funding beginning in fiscal year 2023–24 based on the adjustment specified in Education Code Section 42238.02.

Establishes new data collection and reporting requirements, including a uniform data template due by June 30, 2022, and requires centers to submit annual data on trainings, IEP meetings attended, disabilities served, demographics, and parental satisfaction.

Increases annual base funding for the statewide Family Empowerment and Disability Council from $150,000 to $237,000 and requires the department to include information about Family Empowerment Centers in procedural safeguards notices to parents by June 30, 2022.
