Establishes a 19-member Bay Area Seamless Transit Task Force to recommend institutional reforms and governance structures for a future "Transportation Network Manager" to integrate the nine-county Bay Area's fragmented transit system.

Requires the Secretary of Transportation to convene the task force by April 1, 2021, with a final report due to the Legislature by January 1, 2023, and automatic repeal on January 1, 2027.

Directs the Metropolitan Transportation Commission to standardize transit fares and discount categories across agencies, create an accumulator pass pilot program by July 1, 2022, and deploy the Clipper card payment system on Capitol Corridor and Altamont Corridor Express trains by July 1, 2023.

Requires transit operators to provide real-time transit data in standardized formats (GTFS) by January 1, 2022, and mandates development of unified regional transit mapping, wayfinding systems, and reduced vehicle miles traveled targets consistent with state climate goals.

Requires the Metropolitan Transportation Commission to establish capital project review processes, coordinate managed lanes for high-capacity transit, and report annually on progress toward reducing per-capita vehicle miles traveled and increasing public transit ridership.
