Establishes stricter lead leaching standard for endpoint devices (faucets, fountains, water coolers, etc.) requiring they not leach more than one microgram of lead, certified by ANSI-accredited third parties, effective January 1, 2024.

Requires manufacturers selling compliant endpoint devices in California to meet progressive compliance percentages: 20% by July 1, 2021; 40% by January 1, 2022; 75% by January 1, 2023; and 100% by January 1, 2024.

Mandates manufacturers inform the State Water Resources Control Board in writing of their compliance percentages within 30 days of specified deadlines.

Requires compliant products to display "NSF/ANSI/CAN 61: Q ≤ 1" labeling on consumer-facing packaging and authorizes the state board to publicly post information about compliant product models.

Allows the Department of Toxic Substances Control to evaluate compliance based on ANSI-accredited third-party certification documentation rather than conducting independent testing.
