Appropriates $5,000,000 from the General Fund to the San Diego Association of Governments to study higher speed and safety alternatives for the LOSSAN Rail Corridor in San Diego County, with focus on relocating the alignment off the Del Mar Bluffs.

Requires the San Diego Association of Governments to conduct alternative alignment analysis with preliminary engineering, safety and speed assessments, and feasibility studies identifying impacts, benefits, and costs.

Mandates development of service plans for all operators, implementation plans for service and capital improvements, and identification of future alignment extensions.

Requires public outreach and submission of a comprehensive report to the Legislature and six specified legislative committees by January 1, 2023.

Defines "LOSSAN Rail Corridor" as the Los Angeles-San Diego-San Luis Obispo passenger rail corridor.
