Office of Emergency Services must include proposed best practices in the next State Emergency Plan update for mobilizing and evacuating people from the access and functional needs population during emergencies or natural disasters.

Office of Emergency Services shall develop and annually update a guidance document for local governments based on review of recent emergency and disaster incidents, in coordination with organizations representing the access and functional needs population.

Guidance document must be posted on the Office of Emergency Services website by July 31, 2021, with annual updates posted by July 31 each year starting in 2022.

Office of Emergency Services must review all local government emergency plans for consistency with proposed best practices and provide technical assistance to local governments upon request.

"Access and functional needs population" includes individuals with developmental or intellectual disabilities, physical disabilities, chronic conditions, limited English proficiency, seniors, children, institutionalized persons, low-income individuals, homeless persons, and transportation-disadvantaged persons including pregnant individuals.
