Makes distribution of intimate images a felony (rather than misdemeanor) when shared without consent and causes serious emotional distress to the person depicted, and requires offenders to register as sex offenders.

Establishes misdemeanor penalties for threatening to distribute intimate images with intent to cause severe emotional distress.

Creates misdemeanor offenses for distributing intimate images that have been digitally altered to appear to depict another person, or deceptively claiming an image depicts someone other than the actual person depicted.

Exempts parodies, political commentary, and other First Amendment-protected speech involving altered images of public figures from prosecution.

Specifies that no state reimbursement is required for local agencies or school districts implementing these changes under Article XIII B of the California Constitution.
