Suspends application of the ABC test for determining worker classification until January 1, 2021, prohibiting its use to establish hiring entity liability for damages, injunctive relief, or civil penalties.

Requires employer liability for worker misclassification as independent contractors to be determined instead using the multifactor test established in S. G. Borello & Sons, Inc. v. Department of Industrial Relations (1989).

Applies these provisions retroactively to all claims not yet finalized, covering any facts or conduct occurring before January 1, 2021.
