Repeals the requirement that hypodermic needles and syringes can only be sold at retail with a prescription from a physician, dentist, veterinarian, podiatrist, or naturopathic doctor.

Extends authorization for pharmacists and physicians to furnish hypodermic needles and syringes without a prescription to persons 18 years or older for personal use until January 1, 2026, as a public health measure to prevent transmission of HIV, viral hepatitis, and other bloodborne diseases.

Requires pharmacies furnishing nonprescription needles and syringes to provide safe disposal options including onsite collection programs, mail-back containers, or sharps containers meeting state and federal standards.

Requires pharmacies to counsel consumers on accessing drug treatment, HIV and hepatitis C testing and treatment, and safe sharps disposal until January 1, 2026.

Repeals criminal penalties for obtaining hypodermic needles by false representation and for unauthorized use of obtained needles, and repeals the Disease Prevention Demonstration Project provisions.
