Appropriates $2,500,000 from the General Fund to Scripps Institution of Oceanography at UC San Diego to research coastal cliff landslides and erosion in San Diego County.

Requires research to include development of a bluff failure database using historical records and coastal survey data to establish landslide statistics, failure rates, and identify erosion hotspots.

Mandates real-time measurements of land deformation at Beacons Beach in Encinitas and the City of Del Mar to identify conditions preceding catastrophic bluff failure.

Requires Scripps Institution to complete research by January 1, 2023, and submit a report to the Legislature by March 15, 2023 with recommendations for an early warning system for coastal cliff landslides and erosion.

Provides civil liability protection for Scripps Institution of Oceanography while conducting the authorized research.
