Modifies Vehicle Code Section 4456 to make the display of a report-of-sale form conditional on whether a temporary license plate is attached to the vehicle.

Dealers and lessor-retailers are no longer required to attach a copy of the report-of-sale form if they attach a temporary license plate to the vehicle before delivery to the purchaser.

Temporary license plates remain required for vehicles that do not already display Department of Motor Vehicles-issued license plates.

A vehicle may continue to operate with either a report-of-sale form or temporary license plates for up to 90 days from the date of sale, or longer if the owner provides proof of application submission and plates were issued within the past 14 days.
