Establishes the Resilient Economies and Community Health Pilot Program administered by the Strategic Growth Council from January 1, 2021 through December 31, 2025 as a grant program for community-based organizations serving disadvantaged communities.

Requires the council to prioritize awards in communities with high pollution burden and poverty rates, with preference for areas in the 91-100 percentiles of the CalEnviroScreen tool.

Directs the council to develop guidelines promoting coordinated incentives and services including utility rebates, weatherization, electric vehicle incentives, solar installation, public transit support, water-efficient landscaping, tree planting, and disaster preparedness.

Requires streamlined application processes for households to access services and incentives while maximizing economic savings, greenhouse gas emissions reductions, and climate adaptation benefits.

Mandates the council report to the Legislature by January 1, 2025 on greenhouse gas emission reductions, program cost-effectiveness, effectiveness with hard-to-reach households, and recommendations for maximizing low-income participation.
