Requires the Director of Motor Vehicles to establish an optional biennial registration period for vehicles on or after January 1, 2021, as part of the department's vehicle registration system update

Permits vehicle owners to choose biennial registration instead of annual registration upon renewal of their vehicle registration, with renewals required at biennial intervals

Prohibits vehicle owners from choosing biennial registration for a vehicle's initial registration, but allows them to select it after completing initial registration

Allows vehicle owners to change their chosen registration period between biennial or annual registration only upon completion of their current registration period and upon renewal
