Specifies that employee participation in the PPE program is completely voluntary and employees cannot be prevented from wearing purchased protective gear while on duty.

Defines "emergency ambulance provider" as employers providing ground ambulance services, excluding the state and political subdivisions of the state.

Exempts the bill from state reimbursement requirements under the California Constitution because it creates new criminal penalties for violations.
