Adds Section 26039 to the Business and Professions Code to impose civil penalties of up to $30,000 per violation against persons who rent, lease, or make available property for unlawfully cultivating, manufacturing, selling, storing, or distributing cannabis.

Treats each day a violation continues as a separate violation, allowing multiple penalties for ongoing illegal use of facilities.

Authorizes licensing entities, the Office of the Attorney General, or local jurisdictions to bring civil penalty actions within three years of first discovering the violation.

Allows recovery of investigation costs, expert witness fees, and reasonable attorney's fees in addition to civil penalties, with costs deducted from penalties collected by the Attorney General or local jurisdictions.

Deposits remaining civil penalties in the Cannabis Fines and Penalties Account and establishes that civil penalties are in addition to any criminal penalties under Health and Safety Code Section 11366.5.
