Eliminates the $5 fee for veterans to request the word "VETERAN" be printed on their driver's license or identification card, effective no later than July 1, 2020.

Repeals Section 14901.1 of the Vehicle Code on January 1, 2021, making the veteran designation available indefinitely without charge to applicants whose veteran status has been verified by a county veterans service officer.

Continues to provide fee waivers for the veteran designation to low-income persons meeting assistance program eligibility requirements and homeless persons, as established under prior law.

Makes technical and conforming changes to existing law, including replacing gendered pronouns with gender-neutral language throughout the Vehicle Code provisions.

Declares the act an urgency statute to take effect immediately upon enactment.
