Raises the exemption threshold for the smog check program from vehicles manufactured prior to the 1976 model-year to those manufactured prior to the 1983 model-year.

Removes the previous exemption for diesel-powered vehicles with a gross vehicle weight rating of 14,001 pounds or greater that were manufactured prior to the 1983 model-year, making all such diesel vehicles subject to smog check requirements.

Diesel-powered vehicles with a gross vehicle weight rating of 14,001 pounds or greater remain exempt from biennial smog check inspections regardless of model-year.

Maintains existing exemptions for motorcycles, newly registered vehicles, vehicles four to eight model-years old (depending on air quality requirements), and other specified vehicle classes.
