Authorizes moneys from the Lead-Acid Battery Cleanup Fund to repay loans made for cleanup activities related to the former Exide Technologies facility in Vernon, retroactive to September 26, 2016

Requires the department to accept public comments within 90 days of public notice and provide written responses before completing investigations

Allows the department to extend investigation deadlines multiple times in 3-month increments, up to one year total beyond the original 2-year deadline

Requires the department to evaluate and respond to reliable public information indicating a site was not contaminated by lead-acid battery recycling operations or that a facility was not involved in such recycling
