Creates the Nesting Bird Habitat Incentive Program Account in the Fish and Game Preservation Fund to fund habitat conservation efforts for waterfowl and game bird nesting.

Increases upland game bird hunting validation fees by $5 and state duck hunting validation fees by $5, with revenues deposited into the Nesting Bird Habitat Incentive Program Account.

Authorizes the Department of Fish and Wildlife to provide direct payments and incentives to landowners who voluntarily cultivate or retain upland cover crops, grasses, forbs, and pollinator plants to create nesting habitat on idle agricultural lands.

Allows the department to enter into contracts with nonprofit organizations to implement the Nesting Bird Habitat Incentive Program using funds from the new account.

Requires an advisory committee to annually review and comment on all projects funded from the Upland Game Bird Account, with the department posting budget information and project descriptions on its website.
