State Department of Education must create training materials and guidelines on preventing, recognizing, and responding to hate- and bias-related events in schools, in consultation with the Department of Justice, disability experts, mental health experts, and civil rights groups.

Training materials must be made available on the department's website and schools serving kindergarten through grade 12 must be notified electronically of their availability.

Training materials and guidelines must be included in each school's comprehensive school safety plan and address hate and bias based on disability, gender, nationality, race or ethnicity, religion, sexual orientation, or association with protected groups.

Charter schools' school safety plans must also include the training materials and guidelines developed by the department.

If the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
