Adds Section 11713.27 to the Vehicle Code to establish liability protections for vehicle dealers regarding vehicle history reports.

Exempts dealers from liability for inaccuracies, errors, or omissions in vehicle history reports if the dealer did not provide the inaccurate information to the report provider.

Applies to vehicle history reports provided in conjunction with the actual or potential sale or lease of a vehicle to purchasers, lessees, or other persons.

Defines "vehicle history report" as a database providing vehicle history information by vehicle identification number (VIN), including accident history, ownership records, maintenance history, and odometer readings.

Defines "vehicle history report provider" as a private entity that compiles vehicle history information from data obtained across all 50 states and the District of Columbia.
