Authorizes county recorders to use the existing $1 filing fee (until January 1, 2026) for restoration and preservation of permanent archival microfilm, implementing a county recorder archive program, or implementing and maintaining a trusted system for preserving recorded document images.

Defines "trusted system" as a combination of technologies, policies, and procedures ensuring that public records retrieved from the system cannot differ substantially from the originally stored records.

Requires state agencies to establish written agreements with local government entities before creating system interconnections or partnerships to protect relevant public records.

Allows local government entities to adopt uniform statewide standards for trustworthy electronic document or record preservation established by the Secretary of State.

Repeals the amended provisions on January 1, 2026, and restores the prior version limiting the $1 fee solely to defraying conversion costs to micrographics, with the fee terminating once conversion is complete.
