Requires Caltrans to convene a committee of external design experts beginning June 1, 2022, and every six months thereafter to advise on revisions to the Highway Design Manual.

Adds a traffic safety monitoring program to the California Traffic Safety Program to identify and address locations with pedestrian- and bicyclist-related crashes, contingent on state funding appropriation.

Extends the period for engineering and traffic surveys to justify prima facie speed limits from 5 years to 10 years if a registered engineer finds an increase in traffic-related crashes.

Modifies speed trap enforcement requirements to allow speed limit justification every 15 years instead of 7 years if a registered engineer determines there has been an increase in traffic-related crashes on state highways.
