Imposes civil penalties of up to $30,000 for each violation on persons aiding and abetting unlicensed commercial cannabis activity, with each day of operation constituting a separate violation.

Establishes a 3-year statute of limitations for civil penalty actions, measured from the first discovery of the violation by a licensing authority or participating agency.

Requires civil penalties collected by the Attorney General to first reimburse the Attorney General and licensing authority or participating agency for investigation and prosecution costs, including expert fees and attorney's fees, before depositing remainder in the General Fund.

Maintains existing civil penalties of up to three times the license fee for persons directly engaging in unlicensed commercial cannabis activity and makes violators responsible for cannabis destruction costs.

Declares the bill furthers the purposes of Proposition 64 (the Control, Regulate and Tax Adult Use of Marijuana Act).
