Require the Office of Emergency Services, in collaboration with the Coordinated School Health and Safety Office, to implement and maintain a statewide confidential crisis help system by January 1, 2023, for identifying and intervening with individuals experiencing crisis or posing threats to school safety.

Require the Office of Emergency Services to develop standards and guidelines for the confidential crisis help system by January 1, 2022.

Require county offices of education to adopt policies for and implement a confidential crisis help system by August 1, 2023, either through the statewide system or an alternative platform meeting state standards.

Exclude all data and information from the confidential crisis help system from the California Public Records Act, keeping crisis reports confidential to protect reporters from retaliation and ensure threat reporting safety.

Require the Coordinated School Health and Safety Office to collect only aggregate annual data on tips submitted to the system, excluding identifying information about reporters, schools, or dates.
