Requires GO-Biz to establish an international trade and investment office in Tokyo, Japan by January 1, 2023, upon appropriation of sufficient funds.

The Japan office shall promote and facilitate California's international trade activities, including export of California goods and services to Japan.

The Japan office must facilitate educational exchange programs between California and Japan and encourage capital investment from Japan into California.

Director of GO-Biz must include information about the Japan trade and investment office in annual budget and strategy reports submitted to legislative committees.

Legislation is based on findings that Japan is California's fourth largest export market with $13 billion in exports in 2018, and ranks first in direct foreign investments to southern California.
