Amends Section 65755 of the Government Code to exempt housing development projects from court-ordered suspensions of building permits, zoning changes, variances, and subdivision map approvals when a general plan is found invalid.

Defines housing development projects using the Housing Accountability Act definition, which includes residential units, mixed-use developments with at least two-thirds residential square footage, transitional housing, and supportive housing.

Allows courts to continue suspending permit authority and zoning powers for non-housing development projects as remedies when challenging an invalid general plan or mandatory element.

Preserves existing court remedies requiring mandatory approval of residential housing permits and subdivision maps under specified conditions.
