Requires the Public Utilities Commission to direct electrical corporations to file applications for programs and investments to accelerate transportation electrification with the specific goal of installing at least 1,000,000 electric vehicle charging ports by December 31, 2030.

Mandates the Energy Commission's statewide assessment of electric vehicle charging infrastructure include the goal of installing at least 1,000,000 charging ports by December 31, 2030, and requires updates at least once every two years.

Establishes legislative findings that widespread transportation electrification is necessary to achieve California's greenhouse gas reduction targets of 40% below 1990 levels by 2030 and 80% below 1990 levels by 2050.

Requires the Public Utilities Commission to review data on electric transportation adoption and charging infrastructure utilization before authorizing new program costs, and prohibits additional investments if they would result in long-term stranded costs for ratepayers.

Exempts the state from reimbursing local agencies and school districts for costs under Article XIII B of the California Constitution because any costs are related to changes in crime definitions.
