Allows defendants who successfully participated in the California Conservation Camp Program or county incarcerated individual hand crews and have been released from custody to petition to withdraw guilty pleas and have convictions dismissed.

Makes individuals convicted of murder, kidnapping, rape, lewd acts on children, life-sentence felonies, sex offenses requiring registration under Section 290, escape from secure perimeter within 10 years, or arson automatically ineligible for relief.

Requires courts to order early termination of probation, parole, or supervised release if the defendant has not violated any terms or conditions during the petition process.

Allows defendants granted relief to avoid disclosing the conviction when applying for most state or local licenses, except for teacher credentialing, peace officer positions, public office, or California State Lottery Commission contracts.

Requires the court to provide 15 days' notice to the prosecuting attorney before granting relief, and prevents prosecutors from appealing or setting aside the grant if they fail to appear and object.
