Requires public animal control agencies, shelters, and animal rescue groups to sterilize all dogs, cats, and rabbits before adoption, keep total adoption fees under $500, and post adoption fees visibly at the animal display location.

Establishes civil penalties of $1,000 for first violations, $2,500 for second violations, and $5,000 for subsequent violations after a written notice and correction period; each animal in violation counts as a separate violation.

Authorizes district attorneys and city attorneys to seek injunctive relief to enforce the provisions and allows local governments to adopt more protective animal welfare requirements.
